Sure they can. I personally know several nurses who are Canadian citizens.

Canadians don't work in Canada! Why should it be any different here? I spent a week in Toronto and there were more homeless window washers assaulting my car at every stop than I have ever seen since. Stay up there, I know you guys think your country is better than ours and I wouldn't want you to leave it's greatness.

Canada has the NAFTA treaty with US and Mexico where the citizens of any country can work in any of the others. Canadians just need to get a TN1 visa at the point of entry by showing the employment letter and proof that they are qualified to do the job.
